F3 - Tour 2 : LeBreton Flats: A Community in Evolution

New landmarks are taking shape at LeBreton Flats, a neighbourhood that has been in transition for decades. Ādisōke, the new central public library and federal archives building, and its neighbouring residential towers project, Odenak, are both nearing completion and bringing new life and energy to the area. This walking tour will explore Ādisōke and Odenak and describe the master planning framework for the neighbourhood that will emerge around them.

Laura Mueller
Chief of Development Implementation, National Capital Commission

Laura Mueller helps shape future communities as Chief of Development Implementation for the National Capital Commission, a Crown corporation that is the largest landowner in Canada’s Capital Region. Laura and her team support the process of seeking developers to construct new neighbourhoods and mixed-use developments on underutilized NCC land in some of the most iconic locations within Ottawa and Gatineau.

Laura’s previous role as Chief of Planning and Engagement for the NCC’s Building LeBreton project involved reinvigorating a plan and process to develop one of Canada’s most ambitious pedestrian-oriented sustainable mixed-use communities. Laura oversaw consultation and development of the 2021 LeBreton Flats Master Concept Plan, which will steer a multi-decade process to bring a vibrant transit-oriented community back to life at an underused site near the Ottawa River, a 10-minute walk from Parliament Hill.

Prior to the NCC, Laura was an advisor on planning, transportation, infrastructure and heritage matters for a municipal councillor at the City of Ottawa. Building on her past career as a journalist, Laura understands the importance of communicating and engaging people in the process of designing inclusive, sustainable, active-mobility focused communities. Laura is also chair of the organizing committee for Jane’s Walk Ottawa-Gatineau and remains involved in local urbanism events and groups.
