Frank Palermo is a Fellow of the Royal Architecture Institute of Canada, a Fellow of the Canadian
Institute of Planning, a Professor Emeritus at Dalhousie University, Founder of the Cities and
Environment Unit, Co-founder of OSO planning + design, president of Rail Connects NS and
Chair of the Planning and Design Centre. He has served as Director of the Planning School
and Dean of the Faculty of Architecture and Planning. Frank has broad experience working
in the private sector and with all levels of government on community plans, infrastructure
development, policy formulation, public engagement and placemaking. He was responsible for
Calgary’s Downtown and Inner-City Plan which brought light rail transit to the city. He worked
on Nova Scotia’s Sustainable Transportation Strategy, served as chair of the Halifax Planning
Advisory Committee and was part of the HRM Urban Design Task Force. Frank was also a
member of Canada’s National Capital Commission -Advisory Committee on Design and Real
Asset Management. He has produced many widely recognized studies, community plans and
policy documents including the First Nations Community Planning Model and Jordan’s National
Urban Policy.
